Knoxville Area Project Access Knoxville Area Project Access (KAPA) is a community-wide effort to address the healthcare needs of people without medical insurance in Knox County. KAPA is not insurance, but a voluntary service of the physicians of the Knoxville Academy of Medicine, Knox area hospitals, public and private clinics designed to provide healthcare to those in this area who can't afford needed medical services. KAPA offers a full range of healthcare services without charge to those who have been a resident of Knox or Blount Counties for 90 consecutive days and who have income at or below 200 percent of the federal poverty level. Services available to qualified individuals in KAPA include primary care, specialty physicians' care, hospital inpatient care, outpatient and ancillary services, rehab services, psychiatric care and pharmacy support. To register for KAPA, please submit the registration form at one of the registration sites listed here. For those needing transportation to one of the registration sites, call 865-531-9027.
