Eligibility Requirements

Knoxville Area Project Access links uninsured residents of Knox County to a network of safety net healthcare providers. KAPA is not health insurance, but a voluntary service of the physicians of the Knoxville Academy of Medicine, Knox area hospitals, local governments, public and private clinics designed to provide medical services to people can't afford healthcare coverage.

To qualify for KAPA services, uninsured residents must:

  • Not be eligible for any type of health insurance or government-sponsored healthcare program (including Medicare and TennCare coverage)
  • Be a resident of Knox County for at least 90 consecutive days (requires proof of residency such as a utility bill, phone bill, etc.)
  • Family income at or below 200 percent of the federal poverty level (requires proof of income such as pay stub, W2, tax returns, SSI forms, court orders, etc.)
  • Agree to the KAPA patient responsibility requirements
  • Agree to sign a release of medical information form
  • Agree to use hospital emergency departments ONLY in a true emergency situation

KAPA does not provide funds for prescription medication, but will work with the patient to find sources to fill prescriptions. The following chart shows the poverty guidelines for the Knoxville area:

Individuals eligibly for government health insurance coverage will be referred to the appropriate agency for assistance.
